Summary: The objective of the Intelligent Energy – Europe Programme is to contribute to secure, sustainable and competitively priced energy for Europe, by providing for action:

• to foster energy efficiency and the rational use of energy resources;

• to promote new and renewable energy sources and to support energy diversification;

• to promote energy efficiency and the use of new and renewable energy sources in transport.

The Programme in particular contributes to the Energy Policy for Europe, including the EU action plan for energy-efficiency and the Directive on the promotion of the use of energy from renewable sources.

Intelligent Energy – Europe covers action in the following fields:

• Energy efficiency and rational use of resources – SAVE (Energy-efficient buildings, Consumer behaviour);

• New and renewable energy resources – ALTENER (RES electricity, RES in buildings, Bioenergy);

• Energy in transport – STEER (Energy-efficient transport, Capacity-building and learning on energy aspects of transport);

• Integrated activities (Local energy leadership, Strengthening capacities for financing of energy efficiency and renewable energy sources in housing);

Some € 56 million will be made available, supporting up to 75% of the eligible project costs. Any public or private organisation from the EU, Iceland, Norway, Liechtenstein and Croatia can apply.

What will be funded: Capacity building; building and spreading of know-how, skills and methods; exchanges of experience; development of market and intelligence; policy input; awareness raising and information provision; and education and training.

What will not be funded: “Hardware” type investments, demonstration projects, or technical research & development projects on energy efficiency and renewables.

What does a project need to be eligible for IEE funding?

• Clear objectives, high impact, European added value;

• At least 3 partner organisations from 3 different eligible countries;

• Maximum funding period 3 years;

• Budget usually between €0.5 – €2.5 million;
